Rachel, who is staying with Kirsty for the week of school break, is riding a train with her and her parents to see Swan Lake in the city. When the train stops at a station, Kirsty notices seven fairies caught in an icy whirlwind just outside the train. She asks permission to get a snack from the dining car and brings Rachel along the train to a window near where the fairies landed, then opens it and invites the fairies in. Bethany the Ballet Fairy introduces herself and the six other Dance Fairies, then tells the girls that Jack Frost has stolen the seven Dance Ribbons which are supposed to be attached to the fairies’ wands. He’d sent the fairies to the human world and fairy magic had led them to the girls. Bethany brings the girls along as all seven return to Fairyland to tell the king and queen what happened.

In the seeing pool, Bethany’s magic shows the recent events as she explains Jack Frost invited the Dance Fairies to his castle to teach his Goblins how to dance, but it had only been a trap to steal the ribbons. Once the picture fades, the king and queen take a unicorn-drawn carriage driven by Bertram the frog to the Ice Castle, where they’re just in time to see seven goblins being blown out the windows, each holding a ribbon. They vanish to the human world as Jack Frost cackles that the goblins have a secret this time and King Oberon takes Jack Frost prisoner. The girls agree to help recover the ribbons and Bethany says each ribbon is drawn to its own type of dance - Rachel says they were headed for a ballet that evening, so Bethany decides to come with them. The fairy queen returns the girls to the train at the moment they’d left and soon they, Bethany and Kirsty’s parents are at the theatre.

The curtain opens, but none of the dancers onstage are moving. After a few moments in which both girls agree there’s goblin magic involved, the curtain falls again and Kirsty asks if she and Rachel can go get a programme. The girls hurry backstage to find that everyone is frozen in place and feels cold to the touch. The only thing moving is a goblin pulling on a tutu with the pink Ballet Ribbon tied around his head. When Kirsty tries to take it, the goblin freezes her with a touch and reaches for Rachel, but Bethany turns her into a fairy before he can freeze her too. The goblin dances beautifully around the stage thanks to the ribbon’s magic, touching each ballerina to keep them frozen, the freeze magic must have been the new secret. Rachel notices a paper moon hanging above the stage and tells Bethany they can try dropping it on the goblin to startle him.

Meanwhile, Kirsty has unfrozen and is looking for Rachel and Bethany. With Bethany’s fairy dust and Rachel’s waving, they communicate that Kirsty needs to lure the goblin underneath the moon and Kirsty does so by backing away each time he tries to freeze her. When the moon drops, Kirsty is able to yank the ribbon off the surprised goblin’s head, but he grabs her wrist before she can escape. Fortunately, the freeze magic seems to only work when the goblin has the ribbon and Bethany reattaches it to her wand gratefully, returning the paper moon to its place above the stage. The girls return to their seats as the dancers and crew unfreeze and the ballet begins for real, with Bethany perched on top of the moon.
