Chelsea the Congratulations Fairy is the 8th fairy in the U.S Special Editions series.
Blurb[]
Rachel and Kirsty are thrilled to be attending the graduation of Rachel's cousin Ivy. The girls can't wait to watch Ivy walk cross the stage and collect her diploma.
Trouble is afoot, however - Jack Frost has stolen Chelsea the Congratulation Fairy's three magic objects. Without them, no one can celebrate special milestones. Ivy's graduation will be ruined!
Appearance[]
Chelsea has dark skin and dark brown hair tied up in a loose bun with a thin purple headband. She wears a silver shrug, a puffy purple dress and golden high heels. She wears a golden necklace and golden bracelets. Her wings are pointed and light purple-tinted.

Magic Objects/Job[]
Magic Objects:
- The Yellow Tulip: Controls courage and encourages people to do things which make them scared.
- The Red Balloon: Helps with confidence and encourages people to believe in themselves.
- The Diploma: Controls persistence and encourages people to have willpower and stick with things until they see them to the end.
Job: Chelsea's job is to help people succeed through moral support.

First-Pitch Fears[]
Rachel and Kirsty arrive by bus in Cove City and follow Rachel's cousin, Ivy, through to the stadium so they can watch the Gulls baseball team practice. While settling in, the girls are given Cracker-Jacks, with fairy dust erupting from Rachel's box. They look inside and see a fairy.
She introduces herself as Chelsea the Congratulations Fairy and explains that Jack Frost stole her objects. The girls promise to help, before Ivy leads them all to have a go on the field.
The girls notice a group of bat boys who turn out to be disguised goblins. The Gulls' pitcher, Jim Fay, allows one person to throw the first pitch, that being Kirsty. Kirsty suddenly becomes scared and the trio notice one of the goblins has the magic tulip.
The girls play a mock baseball match, attracting the attention of the goblin with the tulip. As the goblin helps Kirsty, she suddenly turns and plucks the tulip from his jersey, giving it to Chelsea, who goes back to Fairyland.
The girls reassure the goblin and Kirsty, renewed with confidence, successfully throws the pitch. Jim congratulates her by giving her a bouquet of flowers, which turn out to be yellow tulips.
Much Ado at the Zoo[]
Mr and Mrs Walker take Rachel and Kirsty to the Cove City Zoo for the morning. They allow the girls to explore by themselves, having an hour until the penguin exhibit.
They meet Clare, a zookeeper, who admits she's worried about disappointing people at the penguin exhibit and at the penguins won't listen to her.
Then Chelsea greets the girls atop a giraffe and they find three goblins running a balloon cart. Overhearing the goblins argue, they notice the magic balloon among the bunch.
Following Kirsty's plan - to purchase forty balloons in the hopes of giving the magic one to Chelsea - one of the goblins floats into the air with the balloons. Chelsea strikes a deal with him: to exchange one of the balloons to get him down.
He agrees and Chelsea takes her magic balloon, lowering him down. As the goblins push their cart away, Chelsea thanks the girls and returns to Fairyland. Rachel and Kirsty join Mr and Mrs Walker and Clare's penguin exhibit is successful.
Graduation Celebration[]
The girls, Rachel's parents and Ivy and her family are walking in Cove City park towards the graduation area. As Ivy goes off for a sound check, Rachel and Kirsty head to the waterfront, discovering issues backstage. Chelsea flies down from a kite, while discussing their next move, the girls suddenly give up until Chelsea snaps them out of it.
Hearing noise from the cove, they find goblins playing on a boat. Turning into fairies, they all fly out to the boat and find a goblin using the magic diploma as a telescope.
The girls and Chelsea fly all around the goblin, making him swat at them and he drops the diploma. Chelsea grabs it before it lands in the water and the goblins react angrily.
Kirsty asks why they are angry and they reveal they forgot to congratulate Jack Frost since he graduated from ice magic class, since he wasn't congratulated he stole Chelsea's objects.
Rachel suggests a party and, leaving the goblins arguing, they return to the shore. Chelsea turns the girls back into humans, thanks them and goes back to Fairyland. Jack Frost appears to ruin the graduation but the girls convince him about the party and he leaves. The girls rush to join Rachel's parents in time for the ceremony.

- She shares the same name with Chelsea the Chimpanzee Fairy from the Endangered Animals Fairies series.
