Frances has long, chocolate-brown hair held back by a silver tiara. She wears a dark blue silk dress with black high heels and a silver necklace. Her wings are round-pointed and lilac-tinted.

Job: Frances's job is to make sure royal families get along well and have no feuds.

Rachel and Kirsty are getting ready for a welcoming ceremony for Princess Grace and Prince Arthur’s second child. Frances the Royal Family Fairy arrives to take them to Fairyland through Kirsty’s mirror. They see the new baby princess with Prince George, Georgie the Royal Prince Fairy, Kate the Royal Wedding Fairy, Alexandra the Royal Baby Fairy and Jennifer the Babysitter Fairy. Bertram sends all the fairy guests into the Throne Room for the ceremony where each fairy group gives the princess a gift, which goes smoothly until Jack Frost appears, snatches Frances’ rubber duck out of the princess’s hand and vanishes.
Queen Titania sends Rachel, Kirsty and Frances off to the Ice Castle to get it back and are greeted by goblins pelting rubber ducks at them from the battlements. Through the chaos, Kirsty spots Jack Frost in the forest and they follow him there.
They confront him but he magics up more ducks and runs off into a clearing, using the real duck's magic to conjure up a sibling for himself - Jilly Chilly. She materialises in front of the girls and magics rope to tie around them, running off back to the castle with her brother. Frances uses her fairy charisma to get the forest animals to bite through the rope, setting them free.
The fairies fly to the Ice Castle, finding the goblins cleaning up the castle and installing new wallpaper and carpet. To investigate more, Frances turns the girls into goblins and they chat with the other goblins, finding out Jilly Chilly has made them redecorate the Ice Castle and that the goblins are tired of being bossed around by not one, but two people. Just then, from the bathroom, Jilly Chilly calls for a goblin to bring her more bubble bath and Rachel and Kirsty volunteer. They take the bottle of bubble bath to her and find her bathing with the rubber duck.
She enjoys making waves, demonstrating the giant waves she can make in the bath, but Kirsty grabs the rubber duck that sits on the top of one big wave and the girls flee. They run back to the other goblins, just as Jack Frost storms in, enraged at the noise Jilly is making. He leaves to deal with her, the goblins celebrate and the fairies escape. Frances takes them back to the Throne Room, where Prince George and his sister are playing nicely and Princess Grace thanks the girls for their help. The girls are magicked back to Kirsty’s bedroom, where Mrs Tate tells them she’s prepared cake and lemonade for them.

- Her dress is based on one worn by Catherine, Duchess of Cambridge.
- Frances' name could be based on Princess Diana's second name, Frances.
- She is the second fairy to be based on the Duchess of Cambridge's appearance, the first being Kate the Royal Wedding Fairy.
- She is the 200th fairy in chronological order.
