Keiko the Diving Fairy is the fourth and last fairy in the Water Sports Fairies series.

It's the final day of the girls' trip to the Rainbow Lake National Park, and it's their last chance to find Keiko the Diving Fairy and her magical flip-flops. Without them, divers everywhere are losing confidence. Can the friends help Keiko so that their diving lesson isn't a total wash-out?

Keiko has black hair in two plaits with a fringe. She wears a multi-coloured swimming costume. Her wings are round-pointed and green tinted.

Kirsty, Rachel, Khadijah and Gracie are sitting on a jetty in the morning. They are sad it's the last day of their residential trip and have woken up before everyone else to make the most of it. They're trying to skim stones on the lake. Rachel is worrying about finding Keiko the Diving Fairy, but Kirsty tells her not to worry, that the magic always finds them. As she says this, she pulls an especially beautiful stone from their bucket where they have collected skipping stones. Examining it, she accidentally drops it in the lake and from under the water, a glossy white walkway appears all the way across the lake. The girls jump down onto it and it lights up with rainbow colours. Kirsty thinks they should follow the path and they all walk along, finally reaching the other side of the lake, where the path continues on into the trees. Suddenly, it starts to get colder and a thick mist rolls in around their ankles. As they keep walking, they hear a tinkling sound and Rachel spots the final bottle, tied to a tree, gently knocking against the icicles which have gathered on the tree.
Rachel shouts up, telling Keiko they're going to help her. She tries to climb the tree, but it's too frozen and her fingers are too cold. Kirsty suggests they fly instead and the two girls use their lockets to turn into fairies. Gracie and Khadijah stay down to keep watch. They struggle to untie the knot with their tiny fairy hands. Gracie says that someone is coming and they finally get it untied. The bottle drops down into Khadijah's waiting hands and the girls hide. Just then, four goblins come into the clearing, holding handfuls of clothes. They are arguing as usual, disguising themselves in human clothes so they can go diving. One of the goblins says he's wearing 'special flip-flops'. The outfits the goblins have chosen are ridiculous and the girls have to stifle their giggles. Finally, the goblins leave and Khadijah and Gracie pull the stopper out of the bottle. Out comes Keiko! She is full of energy and questions until she realises how cold she is. Rachel gives her her jacket and introduces the girls, explaining that they've already helped Helen, Aria and Yasmeen. Keiko tells them her magical flip-flops have been stolen and the girls realise the goblins 'special flip-flops' must be Keiko's!
They rush to the diving lesson, where their friends Nat, Quin, Megan and Alice are already waiting. Keiko is hidden in the pocket in Rachel's swimsuit and remarks how noisy it is in the pool. Kirsty's teacher, Mrs Harris, introduces Fern, the diving teacher. She says hello and welcomes the students. Just then, a goblin shouts that he's going to jump from the highest board. Fern tells them they shouldn't rush to jump from the high boards and should learn the basics. She reassures Megan that as long as you can swim underwater, you can dive. Then she begins to teach the class how to get into the correct diving position. Keiko offers Rachel some tips. Then, Fern tells them they can start diving and all the children mess up! Fern is surprised but encouraging. The girls know it is because Keiko's flip-flops are stolen.
Suddenly, Fern shouts for someone to 'stop!' and everyone looks up to see the goblin with Keiko's flip-flops standing on the highest board. He leaps off the board, somersaulting and turning corkscrews as he goes. One of the flip-flops flies off his foot and Gracie slips into the water to grab it. Fern tells the goblin off, telling him she won't keep teaching him. Keiko explains that even though she needs both flip-flops to make the magic work, it will now no longer work for the goblins. Fern gets the class to try again and everyone is still messing up. The girls suddenly hear a voice from somewhere behind them and they recognise it as Jack Frost's.
Jack Frost is talking to the goblins in the Equipment Room. He whacks one of them on the head with a woggle and takes the remaining flip-flop away. He says that humans shouldn't have fun in the water because water turns to ice and by that logic, is under his jurisdiction. He sends his goblins off to cause mischief and then lies back on a pile of woggles, the flip-flop dangling off one of his feet. The girls try to sneak forward and steal it, but as they grab it, Jack Frost opens his eyes and shoots an ice bolt at them. The fairies hide and Jack Frost continues sending ice bolts. The puddles on the floor turn to ice and he slips over, the flip-flop flying off his foot as he goes down. Keiko catches it in mid-air and it returns to fairy size.
Jack Frost is angry and storms off to the side of the pool, beginning to turn the water into ice. Kirsty remembers their Magic Bags and pulls hers out. It is glowing and she reaches in to find some fairy dust. Rachel realises that if they use the dust to send themselves to Fairyland, it can do the same for Jack Frost. Kirsty blows the dust towards the Ice Lord and he disappears. Keiko puts on her flip-flops and returns the pool to normal, before turning triumphant somersaults in the air. From the poolside, the girls hear Fern praising their classmates' dives.
Keiko uses her magic to bring the girls with her to Fairyland, where the Water Sports Festival is just beginning. The other Water Sports Fairies come over to hug Keiko and Queen Titania thanks the girls. Jack Frost suddenly appears, threatening to freeze everything. The queen uses her magic to stop his and Keiko walks over to him. She encourages him not to mess up the festival, but to join in. She suggests he makes an ice slide and he agrees and then all the Water Sports Fairies and the girls going together down the slide at once!
