Li the Labrador Fairy is the first fairy in the Puppy Care Fairies series.

Li has long dark-brown hair and brown eyes. She wears a blue and white striped shirt, jeans with a brown belt and white high tops. Her wings are round-edged and green-tinted.

Rachel and Kirsty are on their way to the Leafy Lane Animal Shelter to volunteer for half term, looking after a litter of newborn puppies. There, they meet Nate, who shows them how to bottle feed the puppies. Upon leaving, the girls see a blanket pile move, Kirsty lifts a corner and a fairy flies out and introduces herself as Li the Labrador Fairy and her Labrador puppy Buddy. She explains that she's part of the Puppy Care Fairies, who help owners look after dogs and their different aspects, Li and Buddy look after exercise and she invites Rachel and Kirsty to attend the puppy care fair in Fairyland, using magic from Buddy's collar to transform and whisk them away. At the fair, there are loads of stalls with fairies, goblins and dogs. Li gives a talk about exercise at her stall, giving a goblin a free t-shirt for giving the right answers.
Kirsty asks if Jack Frost is here since there goblins and the goblin replies he is there because he wants a puppy. Li stays at her stall while the girls wander about. As they do so, Jack Frost is at Li's stall, demanding to be given a puppy, but Li says he needs a certificate to adopt a puppy and he walks off. The girls are concerned but continue enjoying the fair until Li calls out Buddy to no avail. Then Frenchie the Bulldog Fairy and Seren the Sausage Dog Fairy also mention their puppies have vanished while they were talking to goblins and they try to warn Pandora the Poodle Fairy. They go around to the back of her stall, not seeing Cleo. Jack Frost then appears, saying he ordered his goblins to steal and train the fairies puppies and use their magic for himself, before vanishing.
The fairies are upset until Rachel and Kirsty say they'll help. Kirsty suggests she, Rachel and Li go back to the human world while the other three search Fairyland. Back at Leafy Lane, the girls find Nate asleep at the reception desk and he mentions a new volunteer had arrived. They go outside into the exercise area and find the goblin trying to train Buddy. They try to tell him that without Buddy, owners will have problems, but the goblin takes Buddy away on a walk. Li is dismayed upon seeing the two approaching a shoe shop, saying Buddy is obsessed with shoes.
In the shoe shop, Buddy wrecks havoc until Rachel rushes in to help the goblin who denies her help. Li asks Rachel to put her on the goblin's shoulder and she helps him control Buddy. They finally leave the shop and the goblin passes Buddy's lead to Rachel, saying he's not ready to look after a puppy. Li offers him lessons as thanks, before he goes to the pet shop. Li cuddles Buddy, shrinking him to fairy size and thanks the girls before disappearing. Rachel and Kirsty share a hug and look forward to their next adventure.
