Pandora the Poodle Fairy is the fourth and last fairy in the Puppy Care Fairies series.

Rachel and Kirsty must help Pandora the Poodle Fairy to find her precious poodle pup. Jack Frost has stolen the poodle and now puppy owners everywhere are forgetting how to train their pets. Can the girls save the puppy in time?

Pandora has wavy blonde hair, brown eyes and glasses. She wears a plain white t-shirt, denim shorts and brown ankle boots. Her wings are pointed and blue-tinted.

Rachel and Kirsty are playing with Rachel's dog, Buttons, in the park. He leaps into a stream and then shakes muddy water all over the girls. Rachel laughs that they're going to have to change before they head over to the Leafy Lane Animal Shelter where the girls are volunteering. As they head back towards Rachel's house, they discuss their adventures with the Puppy Care Fairies, saying they expect Pandora the Poddle Fairy to show up at any minute. Buttons keeps misbehaving and they realise it is because he has forgotten the things he learned when he was a puppy because Pandora's puppy Cleo is missing. Buttons runs over to a man and Rachel recognises him as Carl, a dog trainer who helped train Buttons. He tells them that his early morning puppy class was a disaster and the girls are worried. He is also on his way to the animal shelter, where he helps out once a week advising the manager. He has also found a muddy little poodle puppy and is carrying her to the shelter wrapped in a bundle.
The girls arrive at the shelter and start helping puppies, feeding them, burping them and helping them use the toilet. When they're finished, they find the manager, Nate, who is working with Carl. Nate asks them to gently clean the puppy that Carl found. The puppy is sweet and docile and the girls think she must know they're trying to help her. Once she is all clean they finally see she's chocolate brown and looks a bit familiar. They suddenly realise who she is. It's Cleo! They know they have to take her back to Pandora but don't want to use their lockets in front of Nate and Carl. Rachel still has dog treats in her pocket from Buttons' walk and she uses them to attract the older dogs. Then she throws the treats so they run all over the garden. In the chaos, the girls use their lockets to travel to Fairyland.
They arrive in a meadow with lush grass and a shed filled with puppy training equipment. Suddenly, Cleo starts barking and they spot the Puppy Care Fairies coming over. Pandora is reunited with Cleo and spends a moment hugging her and crying happy tears. The girls tell the story of how they found her and then Pandora notices her collar is missing. Without the collar, puppy training still won't go right. Rachel and Kirsty promise to help Pandora find the collar and Li the Labrador Fairy offers to look after Cleo. Pandora refills their lockets and they head back to the human world.
Kirsty is worried that Nate and Carl will realise Cleo is missing, so Rachel bundles some towels into a puppy bed. It is enough to fool Carl and the girls offer to go search for clues where he found the puppy. They head over and immediately see how muddy the ground is. They spot goblin footprints in the mud and follow them into the woods. Rachel notices it's a bit creepier than usual and Pandora says it's because the goblins have scared the birds away. The three stop walking and listen out, soon catching the noise of arguing goblins. They are arguing because they lost Cleo, but are happy they still have the collar. They plan to catch another puppy in the park and give it to Jack Frost with the collar. The girls and Pandora are horrified to hear they plan to use a sack to catch a puppy. Then they notice the collar in one of the goblin's hands and make a plan to get it back.
Rachel asks Pandora to turn the three of them into puppies and the three of them run over to the goblins. They try to catch them but the puppies are too fast. Rachel grabs hold of the collar and they think they've won. Just then, Jack Frost appears and grabs the Rachel puppy. He vanishes and Pandora turns Kirsty and herself back into their true forms. Pandora says that because she has previously enchanted Rachel, she can follow her magical trail and they turn to leave. The goblins are confused where they came from and Pandora tells them off for planning to put a puppy in a sack. The goblins seem remorseful.
Pandora transports herself and Kirsty to Rachel's trail and it leads them to the fairy's training field in Fairyland. Jack Frost is intimidating the Puppy Care Fairies, trying to get them to give him one of their puppies because he knows that Rachel is not a magical puppy. Pandora transforms her back into a fairy and Rachel tries to fly away. Jack uses his magic to freeze her and she falls to the floor. The fairies and Kirsty discuss the problem worriedly, but their puppies are also in discussion. Suddenly, the four puppies dash at Jack Frost, darting around him and making him spin around. He gets dizzy and falls over and Cleo grabs her collar from his hand. Pepper and Buddy sit on his chest and hold him down while Pandora unfreezes Rachel. Jack Frost shouts that he never wants to see a puppy again and Pandora takes his wand to hold before Queen Titania and King Oberon speak to him. The Puppy Care Fairies plan to give the Ice King some puppy training lessons and Rachel and Kirsty head back to the human world. Before they go, they ask whether Nate and Carl will notice Cleo is missing, but Pandora assures them that now that the collar is back, the puppy magic will mean they don't remember her. The girls hug and the puppies lick their legs before Rachel and Kirsty go home.
