Penelope the Foal Fairy is the third fairy in the Baby Farm Animal Fairies series.

Penelope the Foal Fairy has a problem - her beloved magical foal is behaving very strangely. Instead of neighing, it oinks like a pig! Can Kirsty and Rachel fit the farms both in the human world and in Fairyland?

Penelope has dark brown hair in a bun tied with a purple headscarf. She wears a white blouse with a blue skirt and purple, flower-patterned wellies. Her wings are rounded and reddish-pink-tinted.

Kirsty and Rachel, alongside Mr and Mrs Tate, are watching Niall and Harriet Hawkins design a poster on the computer to advertise Greenfields Farm's opening day. When Mr Tate suggests adding more photos, Rachel suggests adding some of the baby animals, leading to Harriet thinking of the foals and Niall asking the girls to bath and groom them for the photo shoot. The girls go to the stables, visiting Blossom the cow along the way, before they notice four adult horses standing in the paddock. The girls find the horses staring at the foals inside the pig enclosure, rolling in mud and oinking like pigs. Rachel sees a hay bale glowing and Penelope the Foal Fairy flies out from inside. She tells the girls that Jack Frost has her magic foal, Frisky, at his Ice Castle and asks for their help, they agree and they're whisked away.
Penelope and the girls arrive at the Ice Castle, Rachel and Kirsty wearing capes to keep warm. They fly onto the turrets overlooking a courtyard, and see the baby snow goose, Snowdrop, and Frisky playing. As Penelope is about to dive in, Jack Frost strides in and picks up Frisky. He tries to feed him but the foal kicks out and runs away. Snowdrop and her mother peck at the feed sack but Jack Frost disallows them and they waddle sadly away. As the girls and Penelope feel sorry for the snow geese, Jack chases Frisky and takes him to a stuffed toy version on a bench. Rachel thinks of what a pig would want: acorns. Penelope magics up a bowl and Frisky starts eating, but Jack Frost grabs him and takes him to a miniature version of the Ice Castle. They enter but Frisky escapes.
Kirsty comes up with a plan: to treat Frisky like a pig. Penelope creates more acorns leading to a muddy ditch and Frisky follows, with Jack Frost behind him. The fairies are about to catch him, but Jack catches him first and they both fall into the ditch. Mud splashes onto the fairies, dragging them into the ditch too. Frisky jumps out of Jack Frost's grip and into the arms of Rachel and Kirsty. Penelope hugs him and he turns back into a foal. Jack Frost demands he be given back but Penelope says she's not going to. He continues to rant that no one wants him when the snow geese appear and Rachel says he's not looking in the right place. He stomps away and the snow geese follow. Penelope thanks the girls and sends them back to Greenfields Farm. The foals are back in the paddock, the girls wash and groom them for the photo shoot. Niall and Harriet later unveil their poster, the girls notice Frisky is on it and vow to find Chompy the baby goat before the opening.
Trivia[]
- The original title in the UK was called "the Piglet Fairy", but it was changed to "the Foal Fairy".
- She is similar to Penny the Pony Fairy as they both look after horses and Penny is a nickname of Penelope.
