Tia the Tulip Fairy is the first fairy in the Petal Fairies series.

Tia carries an orange tulip petal that makes orange flowers grow. Her wand creates a shower of orange magic dust. Tia is an early riser. In fact, she likes to arrive early for everything. That might explain why tulips are one of the very first flowers to bloom in springtime.

Rachel, Kirsty and their parents are staying in an old-fashioned hotel called Blossom Hall for the Easter holidays. Both girls are eager to explore the inn’s flower garden, especially after the owner Mrs. Forrest mentions a “fairy ring” of tulips. With permission to explore anywhere within Blossom Hall’s grounds, the girls set off, only to discover that many of the flowers are wilting and some even appear to be missing altogether. Kirsty hears someone crying and after a short search discovers a fairy curled inside a tulip.
The fairy introduces herself as Tia the Tulip Fairy and tells the girls she’s looking for her magic petal. To explain, she brings the girls to Fairyland, where the fairy king and queen introduce the other six Petal Fairies and show how Jack Frost, annoyed that no flowers would grow in his icy cold garden, sent a group of goblins to steal the seven magic petals that ensure flowers everywhere bloom well. The goblins snuck into the ground floor of the pagoda where the Petal Fairies live early that morning and took all seven magic petals. They wasted some time playing with them and making flowers appear all around and the Petal Fairies woke up and cast a spell that almost retrieved all the petals, until Jack Frost cast an opposing spell that collided with the Petal Magic and accidentally sent the petals to the human world. The seeing pool also shows that Jack Frost has instructed the whole group of goblins to stick together and given them an icy magic wand to help them get the petals back.
The girls agree to help look for the petals as Pippa the Poppy Fairy explains that each petal helps all flowers of a certain colour, not just the one type. Finding Tia’s tulip petal, which Tia suspects is at Blossom Hall somewhere, should ensure that all orange flowers are safe. Tia accompanies the girls back to Blossom Hall and the three begin to search, ending up in an apple orchard where one particularly well-blossomed tree catches their attention. As they approach, they see all the goblins shaking the tree, trying to knock down the large orange Tulip Petal stuck at the top of it. Tia turns the girls into fairies and they manage to get the petal off the tree, but they’re spotted and the goblin with the wand conjures a gust of cold wind that blows the petal high into the air. As it flutters back down, the goblins run around hoping to catch it.
Tia and the girls fly after the petal as well, but the goblin with the wand begins chanting the wind spell again. Luckily, he’d somehow gotten the wand turned around, so the wind blows towards the goblins instead, sending them across the orchard into some tangled bushes. Tia retrieves her petal, thanks the girls and returns to Fairyland. As the girls walk back toward Blossom Hall they find the tulips Mrs. Forrest mentioned, growing strong and fresh as well as a few other orange flowers that hadn’t been there earlier. But they’ll have to recover the rest of the petals before the garden can return to its proper state.
