Rachel and Kirsty are back at the Tippington Fountains Shopping Centre, and are looking forwards to working on their outfits for the Design-and-Make Competition. Mrs Walker is meeting her friend Moira, and the girls notice various shoppers with uneven-length trousers and socks, including Moira with safety pins instead of buttons on her cardigan. Mrs Walker waves the girls off as they kill time before the workshop. They start looking for Goblins in Hartley’s Department Store, spotting clothes with holes in them. Rachel spots a sparkling golden dress on a mannequin, and Tyra appears out of the pocket. She’s here to look for her magic tape measure, but the girls need to get to the workshop, so Tyra hides in Kirsty’s bag of scarves and they head to the middle of the shopping centre.
At the workshop, the girls see model Jessica Jarvis and fashion designer Ella McCauley, who will be leading the workshop. They’ve also had problems with their badly-designed clothes. Ella welcomes everyone to the workshop, and starts by helping all the kids measure out their clothes. When she gets to Rachel and Kirsty, she notices the numbers on her measuring tape are mixed up. As she helps measure Kirsty’s scarves, Tyra decides to look for goblins while they work. Everyone at the workshop is having problems, and the girls hear Tyra calling for them. She’s spotted some boys on another table wearing bright blue outfits. The girls head over there to see what’s going on, and find they’re goblins, fitting outfits on a mannequin that looks like Jack Frost. Tyra turns the girls into fairies and they observe. The goblins are squabbling as always, but leave the table to craft a suit onto the mannequin. Kirsty spots the magic measuring tape on the table but before they can grab it, another goblin takes it, and the others chase him through the shopping centre. The fairies follow, witnessing angry customers and disappointing clothes as they fly through the shops.
The goblins begin chasing each other round a fountain, and Rachel suggests they distract them by turning the ice cream samples from Sweet Scoop Ice Cream Parlour blue. The goblins stop chasing each other, and eat the ice cream, apart from the one with the tape measure who runs back to the workshop table. Kirsty asks Tyra to turn them human size again, so they can flatter the lone goblin. They try to coerce him into giving them the tape measure but he refuses. He disappears into a fitting room, and Kirsty comes up with another plan. Tyra turns her own voice into Jack Frost’s and when the goblin comes out of the fitting room, Kirsty pushes the Jack Frost mannequin over to the goblin, with Tyra insulting him. The goblin throws the tape measure to the Jack Frost mannequin and runs away, scared. The girls are glad Tyra’s got her tape measure back, but there’s only five minutes left of the workshop. To compensate for the time the girls spent helping, Tyra uses her magic to give the girls supplies to finish off their outfits. Just before the judging takes place, Tyra thanks the girls and disappears back to Fairyland.
The girls and the other children walk down the catwalk wearing their outfits. Ella and Jessica judge each costume, but Jack Frost bursts onto the catwalk, wearing a tight-fitting mismatched suit. Jessica and Ella don’t like it, so Jack Frost threatens them and leaves. They like Rachel and Kirsty’s, and ask them to model their outfits in the fashion show at the end of the week.
